Romans 9:17 – “For the Scripture says to Pharaoh: ‘I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.’”
When we think of Pharaoh, we often picture a hardened tyrant, defiant in the face of God’s commands. But Romans 9:17 reminds us that even Pharaoh—an unbelieving, prideful ruler—was not outside the reach of God’s sovereign plan. God didn’t twist Pharaoh’s arm or override a soft heart. He simply allowed Pharaoh’s own pride and rebellion to run its course, and in doing so, used him as a vessel to display divine power and declare His name across the earth.

We often look for willing hearts and faithful servants—and rightly so—but Scripture shows that even those who oppose God can be instruments in His hand. Pharaoh’s resistance became the backdrop for God’s glory. The plagues, the parting of the Red Sea, the deliverance of Israel—all of it shouted the supremacy of Yahweh to the nations.
So what does this mean for us? It means we can trust that God is at work even when the world seems to be ruled by Pharaohs. It means that no ruler, no system, no circumstance is beyond His control. And it means that our job is not to fear the hardened hearts around us, but to remain faithful—knowing that God’s purposes will prevail.
