Why couldn't the apostle Paul heal himself?

In the book of Acts, we see Paul miraculously heal people on a number of occasions:

In Acts 19 – Paul’s garments and handkerchiefs are brought to the sick, diseased and possessed and they are healed!

In Acts 20 – Paul raises a man from the dead!

But in 1 Timothy 5:23, Paul tells Timothy...
"Drink no longer water, but use a little wine for thy stomach's sake and thine often infirmities."

This is clear evidence that something dramatic had changed from Jesus' earthly ministry to Israel that was marked by continual healings, compared to "the dispensation of the grace of God" (Ephesians 3:2) where all signs, wonders and healings by the apostles were either quickly fading away or completely done at this point.
