Question in the Bible
"Then why do the Scribes say that first E-li'-jah must come?"
Answer in the Bible
He replied, "E-li'-jah does come, and he is to restore all things;

Then the disciples understood that he was speaking to them of John the Baptist.
Malachi 4:5-6 "Behold, I will send you E-li'-jah the prophet before the great and terrible day of the LORD comes.
And he will turn the hearts of fathers to their children and the hearts of children to their fathers, lest I come and smite the land with a curse.
Matthew 11:11-15 Truly, I say to you, among those born of women there has risen no one greater than John the Baptist; yet he who is least in the kingdom of heaven is greater than he.
From the days of John the Baptist until now the kingdom of heaven has suffered violence, and men of violence take it by force.
For all the prophets and the law prophesied until John;
and if you are willing to accept it, he is E-li'-jah who is to come.
He who has ears to hear, let him hear.
