Other Sheep.
And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd. John 10:16
The nature of this passage is that God's people are in many places. Some are in the church, thinking they know the truth but may not, some are in other churches and are seeking the true word of God, some are not even in church for various reasons. In all of these cases, they are members of the flock that are lost and need to be returned to the fold. We need to be sharing the message of God, encouraging others to see His great love for them. This cannot be done by force or confrontational words, no matter how urgent the message is. Christ left us a beautiful example of how to bring them all into the body of Christ. His teachings were about bringing people in through instruction. He did more than just tell people how to live, He led them by example. He daily spent time on His knees in supplication to His Father. This is how we bring people to Christ. Witnessing, study, instruction, prayer and encouraging others by the example of our own life being spent with Christ. We are responsible for every missed opportunity.
