Chapter 38 Ten Horns
In chapter 30 we had a very general look at the meaning of horns and in chapter 31 we suggested that the horns of the fourth beast in Dan 7 represents religious groups. We also said that the 10 horns of the three cohorts (chapter 32) of Revelation are more political. In this study we are delving into the details of these political powers. Rev 17 defines these horns:
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
This verse indicates that Rev 17 defines the woman, the scarlet beast, the seven heads of the beast and its ten horns. Bearing in mind that the “now” of Rev 17 is the time in which John Paul II was pope (chapters 33 and 34):
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.
At the time of John Paul II these horns, which are kings, still had not received their kingdoms. They are therefore ten kingdoms. As part of the setting up of the New World Order, vast blocks of nations are being grouped together. In Europe we have the European Union. In Africa we have the Organisation of African Unity, south-east Asia has the ASEAN. The world map illustrated at the beginning of this chapter shows the planned blocks of nations. There are ten. At the end of time these ten blocks will all have political leaders. They will unite the world under the Jesuit Order, and the leader of the Jesuits will politically rule over the world, supporting the Papacy. The Papacy is the woman in scarlet that is mounted on the beast.
This political system will be antichrist. They will fight against Christ and His truth. They will adhere to the false gods and doctrines of Catholicism – the Trinity, and Sunday sacredness. They will persecute God’s faithful. However, verse 14 holds promise in that those that are faithful to Christ are called His chosen, and He will be with them every step of this rough and rocky road.
This experiment in unifying the world will be short-lived. These ten leaders will become disillusioned with the Papacy, and destroy it:
16 And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.
17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
Verse 17 gives us the reassurance that God is in control during this time of turmoil. God allows the formation of the New World Order and the ten blocks of nations. He encourages this drive among political leaders to unify. This unification allows sin to ripen and come to full fruition. It gives Satan complete control over all the people that have rejected God. We see this spirit among the European leaders today as they blindly and stupidly support Ukraine in its battle against Russia. The Ukrainian war is already won by Russia, yet Europe and the USA keep pouring money into Ukraine. All this money is being wasted, and lives too. The aim of this war is to weaken and subdue nations so that they will accept the New World Order when it is imposed.
The New World Order will be short-lived. The masses of people, and the leaders of these ten blocks of nations will rise up and destroy the Papacy. This verse does not say that the unified political system will fail at this point, but that its support for the church will be withdrawn. A possible scenario could be that the union between church and state will be broken. The Jesuits (chapter 35) have gained political power and the church wants that political power. There is a conflict between the Jesuits and the church, and the Jesuits who have once supported the church with their lives, now turn against it.
Alternatively the rulers of the ten blocks of nations turn against the unified political system because this is a suppressive regime, worse than Communist Russia was. A popular uprising rejects and destroys the New World Order, both the church and the Jesuits.
Great efforts will be made to keep the system intact, but to no avail:
Rev 16:12 And the sixth angel poured out his vial upon the great river Euphrates; and the water thereof was dried up, that the way of the kings of the east might be prepared.
13 And I saw three unclean spirits like frogs come out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet.
14 For they are the spirits of devils, working miracles, which go forth unto the kings of the earth and of the whole world, to gather them to the battle of that great day of God Almighty.

They are the same ten political powers. However, they belong to the scarlet beast as subsidiaries to its political reign.
