There are men that are connected to powerful spiritual covenants with God - men such as Noah, Abraham , Isaac and Jacob and even till this generation.
Jesus could not be manifested UNTIL He encountered John the Baptist since Spiritual Protocol demanded it. For John the Baptist represented spiritual continuity as Elijah that was to come before manifestation of Christ.
