Book of Revelation chapter 13 speaks about two powerful beasts that rise in the last days to oppose God and deceive the world.
The first beast rises from the sea: “And I stood upon the sand of the sea, and saw a beast rise up out of the sea” Revelation 13:1. This power receives authority from the dragon, which is Satan: “the dragon gave him his power, and his seat, and great authority” Revelation 13:2. It becomes a worldwide religious and political system because “all the world wondered after the beast” Revelation 13:3. It also persecutes God’s people: “it was given unto him to make war with the saints” Revelation 13:7. This power is connected with changing God’s truth and placing human tradition above God’s commandments.
The second beast rises from the earth: “And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon” Revelation 13:11. It appears peaceful at first but later uses force and power. It pushes the world to worship the first beast and even performs miracles to deceive people: “he doeth great wonders” Revelation 13:13. The Bible warns that miracles alone are not proof of truth because Satan can also deceive through signs and wonders.
The chapter then introduces the mark of the beast: “he causeth all, both small and great, rich and poor, free and bond, to receive a mark” Revelation 13:16. The issue is about worship and obedience. Revelation contrasts the mark of the beast with those “that keep the commandments of God, and the faith of Jesus” Revelation 14:12. The final conflict is over whether people will obey God or follow man made religious systems.
