The underlying word for "sorry" (or "repent" depending on your translations) has a range of meaning:

To be "sorry" or "repent" can have multiple applications, to include:
Godly sorrow after sinning.
Having regret over a decision that didn't turn out well.
Having regret and grief over someone else's decision and having to do something necessary, like disciplining a rebellious child.
Since God can't sin, that eliminates #1. Since God is all-knowing (including the future), that would seem to eliminate #2. #3 seems to be the best fit.
God experiencing emotion when some event He knew would happen is an interesting characteristic. We see something similar with Jesus with Lazarus (John 11:35) and in the garden (Luke 22).
