Putting the old covenant law in my heart doesn't make it a new covenant. It doesn't matter where it is; it's still the old covenant.

The 10 Commandments ARE the old covenant (Deuteronomy 4:13), and they were given to the children of Israel. The new covenant mentioned in Jeremiah 31:31 is with Israel too.

Jeremiah 31:31-33 NASB
“Behold, days are coming,” declares the Lord, “when I will make a new covenant with 𝘁𝗵𝗲 𝗵𝗼𝘂𝘀𝗲 𝗼𝗳 𝗜𝘀𝗿𝗮𝗲𝗹 and 𝘁𝗵𝗲 𝗵𝗼𝘂𝘀𝗲 𝗼𝗳 𝗝𝘂𝗱𝗮𝗵, [32] not like the covenant which I made with their fathers on the day I took them by the hand to bring them out of the land of Egypt, My covenant which they broke, although I was a husband to them,” declares the Lord. [33] “For this is the covenant which I will make with the house of Israel after those days,” declares the Lord: “𝙄 𝙬𝙞𝙡𝙡 𝙥𝙪𝙩 𝙈𝙮 𝙡𝙖𝙬 𝙬𝙞𝙩𝙝𝙞𝙣 𝙩𝙝𝙚𝙢 𝙖𝙣𝙙 𝙬𝙧𝙞𝙩𝙚 𝙞𝙩 𝙤𝙣 𝙩𝙝𝙚𝙞𝙧 𝙝𝙚𝙖𝙧𝙩; and I will be their God, and they shall be My people.

We believers are part of a new covenant that is not just with Israel, and it isn't about the law. Our new covenant - not the one for Israel, but the one with "whosoever believes," is the new covenant of grace through faith.

Our new covenant, unlike previous covenants, isn't even between God and mankind. The new covenant is between the Father and the Son, and it isn't carved into stone tablets. It's written in the precious blood of Jesus.

The new covenant Jesus spoke of when he lifted the cup at the last supper (1 Corinthians 11:25) is for all believers because we become joint-heirs with Christ (Romans 8:17) and inherit the blessings with him.
