When Incomplete Obedience Limits Blessing

God Makes a Way for Mercy

Joshua chapter 20 establishes the cities of refuge. These cities were places of protection for those who caused harm unintentionally. God made provision so that justice would be balanced with mercy. The cities were accessible clearly marked and available to anyone who needed refuge.
